Literacy Assessment

The National Commitment to Child Literacy is an initiative that mobilizes the federal government, states, the Federal District, and municipalities to guarantee the right of every Brazilian child to literacy. The goal is to ensure that all students are literate by the end of the second year of elementary school—with special attention also given to rebuilding learning from the early years. In 2023, the Anísio Teixeira National Institute for Educational Studies and Research (Inep) conducted the Alfabetiza Brasil Survey, which defined a cutoff score of 743 points on the Saeb proficiency scale for literacy as the threshold at which a child can be considered literate. Based on the definition of the national literacy standard, the Literate Child Indicator was created, which indicates the percentage of students who have already achieved this result. The Commitment proposed annual targets to federal entities for the percentage of literate students at the end of the second year of elementary school, so that by 2030, all children will achieve this result.
