Through a public records request, Noah Veltman obtained data on over 23,000 applications for personalized vehicle license plates flagged for review by the California DMV. For each flagged application, the dataset contains the applicant's justification, comments from state reviewers, and the outcome of the proposal. Reviewers rejected about 80% of the proposals, including those believed to be references to racial slurs, profanity, drugs, sex, violence, and more.
