Basic Municipal Information Research (MUNIC)

The Basic Municipal Information Survey (MUNIC) periodically conducts a detailed survey of information on the structure, dynamics, and functioning of municipal public institutions, using the municipality as the unit of investigation and the city hall, through its various sectors, as the main informant. The Municipal Basic Information Survey (MUNIC) began in 1999, covering all municipalities in the country. The themes and questions addressed in its basic questionnaire are regularly collected and aim to meet the information needs of Brazilian society and the State, with a view to consolidating an updated statistical and cadastral database that provides a relevant set of indicators for evaluating and monitoring the institutional and administrative frameworks of municipalities. Usually, MUNIC includes a supplementary booklet that covers specific topics in more detail, in a permanent effort to update the survey. From 2005 onwards, the section on basic characteristics of managers, present in the basic questionnaire, has been investigated every four years, always in the years that mark the beginning of the administrations elected in the previous year. The research provides varied information on municipal public management, including current legislation and existing planning instruments in this sphere of administration, especially those specified in the City Statute, which, together with the Master Plan, aim to regulate the use and occupation of urban land; the organization of city halls; the composition of the staff by employment status in city halls, both in direct and indirect administration; financial resources used for management; sectoral public policies within the areas researched (housing, transportation, agriculture, environment, etc.), among other aspects.
