
General Register of Employed and Unemployed (CAGED)
The General Register of Employed and Unemployed - CAGED, instituted by Law No. 4,923, on December 23, 1965, constitutes a source of information of national scope and monthly periodicity. It was created as an instrument for monitoring and supervising the process of admission and dismissal of workers governed by the CLT, with the objective of assisting the unemployed and supporting measures against unemployment. CAGED is an Administrative Record, and initially, it aimed to manage and control the granting of unemployment benefits. From 1986 onwards, it began to be used as support for the payment of unemployment insurance and, more recently, it has also become a relevant instrument for professional recycling and the reintegration of workers into the labor market, as well as an important subsidy for supervision. Due to the growing demand for cyclical data from the labor market and the need for this Ministry to have more complete, more consistent and more agile statistics, significant changes were implemented in the system - Law No. 4,923/65. As a result of substantial advances, it was possible to build, from 1983 onwards, the monthly employment index, the turnover rate and the fluctuation of the workforce (admitted / dismissed). The improvements that have occurred in the CAGED system and also in the methodology for data processing have made this administrative record one of the main sources of statistical information on the cyclical labor market. CAGED presents breakdowns identical to those of RAIS, in terms of geographic, sectoral and occupational aspects, enabling the realization of studies that indicate the most current trends. In the cyclical spectrum, it is the only source of information with such a level of breakdown, making it indispensable for guiding the interventions of policy makers in the labor market sphere, increasing the efficiency and effectiveness of employment policies that allow for the increase in the number and quality of jobs and, consequently, the reduction of social inequality. The quality of the information in CAGED has been showing significant improvement. Contributing to this fact was the implementation of Ordinance No. 561/2001, which determined the extinction of the CAGED declaration in a standard form starting from the jurisdiction of November 2001. This measure had a positive impact on quality, since the information declared, in electronic media, goes through a review process. Furthermore, the implementation of the reception of CAGED, via the Internet, also allowed for a gain in timeliness.
